Civil and Writs Division
The Precinct 4 Civil & Writs Division processes (receives, records, receipts, serves, and returns) all legal documents originated by Harris County Justice of the Peace Courts. This division is responsible for the service of civil process, including citations, writs of garnishment, writs of attachment, restraining orders, protective orders, subpoenas, writs of possessions, writs of reentry, writs of sequestrations, writs of execution and order of sales.
The writ section conducts the required monthly sale of real property, the first Tuesday of each month between the hours of 10:00AM and 4:00PM at the courthouse steps as required by law.
The civil section has moved forward into the new age of technology and each of the Precinct 4 civil deputies utilize an I-Pad application that gives the deputy the ability to update information on civil process from the field via the web on a mobile device. This new and very innovative concept for the service of civil process was brought forward by the Harris County Precinct 4 Constable’s Office and is becoming the standard in Harris County for many other agencies.

This I-Pad application allows the deputies the ability to access his/her assigned process and immediately enter the service information in real time. Once the process has been served, an email is then sent to the plaintiff and/or plaintiff’s attorney advising them that the process has been served. This enhances communications between our office and those requesting service.
Rush service on process is provided for an additional fee upon request to known person(s) or entities at a known/confirmed location. This expedited service requires the assigned officer to move this paper to a rush status and to attempt services of the process immediately upon receipt. Process received via special courier (FedEx UPS) is also treated as priority. Returns on rush service are faxed at request, and mailed back within 48 hours of service.
