About Us
Constable Mark Herman leads the Precinct 4 Constable's Office which serves over a million people residing and working within North Harris County, Texas. Precinct 4 has countywide jurisdiction in Harris County, which includes over 4.8 million citizens and spans over 1,700 square miles. Precinct 4 has over 670 sworn members as well as dozens of civilian support staff. As a result, Precinct 4 is now the largest constable's office in the nation in both personnel and population size.
Opportunities
All new hire deputies are assigned to a Patrol Division within the Patrol Services Bureau. Patrols Divisions, in addition to being the largest, is the most visible part of the Constable's Office. The duties of the Patrol Division include marked patrol, emergency and non-emergency response to calls for service, on scene and follow-up criminal investigations, crime prevention, fugitive apprehension, community policing, and traffic enforcement. In addition to the public roadways and district patrol services, many subdivisions, utility districts, and improvement districts opt to participate in the Contract Deputy Program as a way to supplement existing law enforcement services, which account for the majority of our uniformed personnel; deputies who would otherwise not be on patrol.
Dependent upon experience, qualifications, and available openings, a patrol deputy will be eligible to apply for transfer or assignment to another division or unit. Precinct 4 has over 20 full-time, part-time, and volunteer divisions, units, and sections including: District Patrol, Contract Patrol, Toll Road Division, Parks Division, Crime Scene Photography, Special Investigations (Burglary, Theft, Fraud, etc.), Victim's Assistance, Training Academy, K-9, Internal Affairs, School Resources Division, Motorcycle Unit, Technical Services, Communications, Environmental Crimes, DWI Task Force, High Tech Crimes, Accident Investigations, Domestic Violence Investigations, Human Trafficking, Regulatory Enforcement, Special Operations Unit, Honor Guard, Warrant Division, Civil/Writ Division, Court Security, Reserve Division, High Water Rescue, and more. Precinct 4 deputies are also actively involved in a variety of local, state, and federal task forces, cooperatives, and initiatives.
